ABSTRACT
The principal objective of this project is to help Security Information Systems (SIS) especially NIGERIAN POLICE which is my case study in the area they encounter problems in securing security data-processing and efficient information system. This will be the solution given to handle this problem by transforming the existing manual information system into an automated form and overcome the existing problems of insecurity and delay in data processing. I decided to use an automated database system to enhance information storage and keep track of security information. Again, doing this will ensure that there is an effective security information system computerization. To achieve this, Visual Basic 6.0 is used for its implementation.
CHAPTER ONE
1.0 INTRODUCTION
National security is the requirement to maintain the survival of the state through the use of economic, security operatives especially police, political power and the exercise of diplomacy. The concept developed mostly in the United States of America after World War II focusing on the police and military might. Now, it encompasses a broad range of facets, all of which impinge on the police and military for economic security of the nation, lives property and values protected by national society. Accordingly, in order to possess national security, a nation needs to possess economic security, energy security, environmental security, etc. Security threats involve not only conventional foes such as other national states but also non-state actors such as violent non-state actors, narcotic cartels, multinational corporations and non-governmental organizations;
some authorities include natural disasters and events causing severe environmental change in this category.
The origin of the modern concept of “national security” as a philosophy of maintaining a stable nation state can be traced to the peace of Westphalia, wherein the concept of a sovereign state, ruled by a sovereign, became the basis of a new international order of nation states.
As an academic concept, national security can be seen as a recent phenomenon which was first introduced in the United States after World War II, and has to some degree replaced other concepts that describe the struggle of states to overcome various external and internal threats. The earliest mention of the term national security, however, was made in Yale University in 1790 wherein was made to its relation with domestic industries.
The concept of the national security became an official guiding principle of foreign policy in the United States when the National security Act of 1947 was signed on July 26, 1947 by the U.S. President Harry S. Truman. Together with its 1949 amendment, this act create American national security d important facets for American national security as the precursor to the department of defense, subordinated the security operatives branches to the new cabinet level position of the secretary of defense, established the National Security council and the Central Intelligence Agency. The Act did not define national security which was conceivably advantageous as it’s ambiguity made it a powerful phrase to invoke whenever issues threatened by other interests of the state, such as domestic concerns, came up for discussion and decision making.
The realization that national security encompasses more than just security was present though understated, from the beginning itself.
The US National Security Act of 1947 was set up “to advise the president on the integration of domestic security and foreign policies related to national security”.
Gen Maxwell Taylor’s essay of 1947 titled “The Legitimate claims of National Security” has this to say;
The national valuables in this broad sense include current assets and national interests, as well as the sources of strength upon which our future as a nation depends. Some valuables are tangible and earthly; others are spiritual or intellectual. They range widely from political assets such as the Bill of Rights, National Security and political institutions and international relations to many economic assets which radiate worldwide from a highly productive domestic economy supported by rich natural resources. It is the urgent need to protect valuables such as these which legitimizes and makes essential the role of national security.
1.1 STATEMENT OF THE PROBLEM
Security information system has always played a vital role in the stability of a nation. Keeping security information manually can hinder some defense program and delay passage of security information to the appropriate body. Manual documentation of security information can lead to exposure of the information thereby creating threat to the nation at large. Hence, there is need for an automated security information system to guaranty safety of information.
1.2 OBJECTIVES OF THE STUDY
The general objective of the study is to develop a database for security information storage and retrieval.
Specifically, the following objectives are also considered:
i. To build a database system for police security information.
ii. To develop a software for managing security information.
iii. To determine the effectiveness of Nigerian police in managing signal.
1.3 DEFINITION OF TERMS/VARIABLES
Policing: Policing is another way of depicting the police.
Anti-policing: Anti-policing is the society’s social attitude opposed to war between states and in particular countering arguments based on policism.
Databases: A systematically arranged collection of computer data, structured so that it can be automatically retrieved or manipulated. It is also called a databank.
National Security: The requirement to maintain the survival of the nation-state through the use of economic, policing, and political power and the exercise of diplomacy.
Information Security: means protecting information and information systems from unauthorized access, use, disclosure, disruption, modification, perusal, inspection, recording, or destruction.
Classified Information is sensitive information to which the access is restricted by law or regulation to particular groups of persons.
Security Management is a broad field of management related to asset management, physical security and human resource safety functions.

COMPUTERIZED TRANSCRIPT MANAGEMENT SYSTEM
This project is a computerized information management for transcript management which will help to over-come the undesirable problem associated with misplacement of student records, student’s grades, slow and strenuous accessibility of student report and record, inaccurate record keeping and poor information management within the schools. Here the aims and objectives of the study will be easily retrieved with increased data security, and there will be reduction in the amount of resources, which will lower the cost of processing of student transcript, since information is stored in a database with reduced data redundancy. This will also prevent over-working of personnel and reduce in the bulkiness of file and record. This program developed/designed will ensure easy flow of information in the school, and accurate information management in all school.
CHAPTER ONE
1.0 INTRODUCTION
There were three fundamentally distinct education systems in Nigeria in 1990. The indigenous system, Quranic Schools and formal European-style education institutions. In the rural areas where the majority lived, children learned the skills of farming and other work, as well as the duties of adulthood, from participation in the community, this process was of ten supplemented by age based schools in which groups of young boys were instructed in community responsibilities by mature men. By the 1970s, education experts were asking how the system could be integrated into the more formal schooling of the young, but the question remained unresolved by 1990.
Western-style education came to Nigeria with the missionaries in the mid-Nineteenth century. Although the first mission school was founded in 1843 by Methodists, it was the Anglican Church missionary society that pushed forward in the early 1850s to found a chain of missions and schools. Followed quickly in the late 1850s by the Roman Catholics in 1887 in what is now Southern Nigeria, an education department was founded that began setting curricum requirement and administered grants to the mission societies. By 1914, when North and South were United into one colony, there were fifty-nine government and ninety-one
mission primary schools in the South; all eleven secondary schools, except for king’s college in Lagos, work run by the missions.
The education system focused strongly on examinations. In 1916 Fredrick Lugard, first governor of the Unified Colony, set up a school inspectorate. Discipline, building and adequacy of teaching staff were to be inspected, but the most points given to a school’s performance went to the numbers and ranking of it’s examinations results. This stress on examination was still used in 1990 to judge educational results and to obtain qualification for jobs in government and the private sector.
As more information is made available in a variety of formats and media and in a variety of locations, the need to manage information/data efficiently becomes more and more critical. Both staff and public users want access to stored information and want to access it more efficiently. It is the university policy to improve both the efficiency and effectiveness of result processing operations (student record/grades), and services through the implementation of A computerized transcript management system.

Caritas university, Amorji Nike, Enugu, is a private university approved by the federal government of Nigeria on December 16, 2004. it was officially opened on January 21, 2005 by the Federal Ministry for Education, Prof. Fabian Osuji, the formal opening was on January 31, 2005. The pioneer students of 250 matriculated on May 28, 2005 in beautiful ceremony that attracted dignitaries both church and state. It is the second Catholic University in Nigeria founded by Rev. Fr. Prof. Emmanuel Paul Matthew Edeh CSSP, OFR. Although he founded the school, the proprietor of the University is the congregation of sisters, the Saviour, a religious congregation of Nums founded by him.
The vision of Caritas university is to reserve some of our wandering and teaming youth from further slide into academic and moral decay, and development and transformation of our society through sound and adulterated education. It’s mission is to discover, sanctify and apply the knowledge of science, environment central and engineering for human well-being and sound development of man for better society.
Caritas university’s goal is to give efficacy to the university’s motto and to it’s philosophy of education. We embrace not only sound education for professional skills and competency in various fields; but also maintain strict discipline. We train the mind, body, soul and spirit in the exercise
of obedience and self control. The students must not only be intellectually and professionally prepared for different tasks and roles in the world, they must also be morally equipped to face the world itself with all its tensions, conflicts, challenges and contradictions, we achieve this with the help of God Almighty who is with us always.
The philosophy is to promote sound education for professional skills and competencies in various fields with strict discipline. By discipline the university meant the training of the mind, body and soul and spirit to obedience and self control. Also to prepare the students to be intellectually and professionally sound for different tasks and roles in the word with its tensions, conflict, challenges and contradictions.
The university operates faculty system. Presently, the university operates six faculties. Education and Arts, Engineering, Environmental Sciences, Management, Social Sciences and Natural Sciences.

This project research was conducted exclusively conducted in a caritas university located in a highly populated area that attends to too many students at a time, hence this research was able to track problem such as misplacement of student records, student’s grades, slow and
strenuous accessibility to students report and record, inaccurate record keeping and poor information management within the schools.
1.3 Aims and Objectives of the Study
The aim of this study is to identify the problems inherent in the existing system of transcript management systems, and to proffer a remedy to the existing problem. The solutions are as follows:
Record and reports of students will be easily retrieved with increased data security.
There will be reduction in the amount of resources, which in turn will lower the cost of processing of student’s transcripts, since information will be stored in a database with reduced data Redundancy.
School personnel can attend to many student without being over worked.
There will be reduction in time used in retrieval of student’s files.
Reduction in bulkiness of files and record.
It will make available the storage room that was used for storage of files.
1.4 Significance of the Study
The project research haven’t identify the problem that was existing in the old system of operation , is designed specifically to come up with a more resound and effective system that will not only counteract this problem but also provides a detailed future plan that will give room for more information technological improvement in the transcript sector.
1.5 Scope of the Study
This research work are limited to providing a digital transcript’s information management system that will handle electronically both students and staff record , to enable easy accessibility and information flow within the university.
1.6 Limitation of the Study
This research work is limited to providing a more reliable information management system that will handle electronically the record of both student and staff within the university.

This project work was arranged specifically arranged in chapters, hence it follows the order: Chapter One: General Introduction, Chapter Two:
Literature Review, Chapter Three: System Analysis, Chapter Four System Design, and System Implementation, Chapter five: Summary, Conclusion and Recommendation.

COMPUTER BASED CENSUS MANAGEMENT SYSTEM A CASESTUDY OF NATIONAL POPULATION COMMISSION
ABSTRACT
The researcher chose to research on this topic “Computer Based Census Management System” because of its relevance to the society. Meanwhile, the manual method so far has its attendant problem of being tedious. The researcher, in order to solve this time consuming, monotonous, and repetitive manual census activities went into a thorough study of the existing system. In the report proper, the Structured System Analysis and Design Methodology (SSADM) was adopted and explained. The high level model of the proposed system was also designed and displayed in a format easily understandable to the user. The high level model of the proposed system was designed architecturally and detailed designed through its separate components. There were four modules in all, each taking care of specific function like: the staff management module that maintains records about the staff; the department management module manages information about departments in the commission; the register person, the register states, and the register LGA modules that do the actual registration of individuals. Finally, the parallel change over methodology was adopted to enable the commission compare the results of the two systems (old and new) before implementation.

Census has been a reliable exercise from time, from where government rely for decision-making, and aids for administration and planning. According to Robert M. Groves, (2010) Director of the United States Census Bureau;
“Just like we cannot survive without roads and bridges, the country does not function well without an updated census to distribute funds to areas that most need them and to support community decisions and their own future.”
The increasing complexity of modern life means a greater need to plan housing, schools, roads, transportation, and a vast range of social and economic requirement for nation. This cannot be done without a detailed count of the population. Census is being officially managed by some organizations or government, for example the National Population Commission (NPC).
The installation of computer in these organizations or bodies that manages census information will assist not only in fast-recording information but also in solving certain problems, which cannot be easily resolved manually. The human resource of any enterprises are considered to be their most valuable assets, if they are properly harnessed and are well motivated to perform their assigned tasks in such a manner as to enhance the enterprises goals and objectives.
Therefore, adequate population records will provide all the necessary information that is associated with people, which include the size of the population, age structure, educational attainment, labour force and socio-economic characteristics, unlike in the manual method which makes access to data and information very tedious. The integration of different databases so that these databases can be merged and processed together and mainly other reasons, prompted the researcher to develop software for this organization, National Population Commission (NPC).

Census taking in Nigeria can be traced to have started from as far back as 1966 after the colonization of Lagos by our colonial masters. Since then, there have been several attempts to count Nigeria population. However, these censuses are characterized by some difficulties and deliberate and ill-minded attempts to inflate population figures; just in favour of one geopolitical zone or the other. This does not and cannot represent the nation‟s image as regards to human population. As a result of this, the National Population Commission (NPC) was established using the Decree No. 23 of 1989. The brain behind this was to have successful censuses each time and as well accurate demographic data. It is no doubt that this Commission (NPC) was vested with a lot of powers and functions some of which are; To undertake the periodic enumeration of the nation‟s population through census, sample surveys, etc. To establish and maintain the machinery for continuous and universal registration of births and deaths To collect, collate and publish data on migration statistics To reach and monitor national population polity and set up national population information data bank.
Unfortunately, Nigeria still relies on foreign statistics population information data bank for most of their population estimation.

There are many problems affecting the National Population Commission from maintaining a steady reliable figures and estimates. These are the more reasons, why the researcher embarked on this research;

A timely retrieval of information is anticipated with efficiency and reliability.
It will provide security to data that are unauthorized, users will not gain access to those files and fraud will be minimized in the society which will lead to improvement in administration processes.

ENUMERATION: Enumeration is the head to head count of all individuals in a given society within a period of time.
MIGRATION: Migration is the act of moving from one region or country to another. It is the movement of a group of people, births, or other animals that move in group from one region to another.
ESTIMATION: Estimation is the act of making an approximate calculation of something.
PROJECTION: Projection is an estimate of the rate or amount something.

DESIGN AND IMPLEMENTATION OF ONLINE EXAMINATION FOR UNIFIED TERTIARY MATRICULATION
Abstract
Registration for the Unified Tertiary Matriculation Examination, UTME, is organised by the Joint Admission and Matriculation Board, JAMB, for admission into tertiary institutions in Nigeria. This registration is conducted in all the states in Nigeria in a given period of the year. Many a times, the process is cumbersome, not organized and posses a lot of stress to students. So, the goal of this project is to provide a readily accessible and user-friendly system for students to register for UTME online and also to access the result of the examination online. This would be similar to other online registration forms, but it will also feature the following advantages; as a web-based system, students will be able to have access from any computer that has a web browser and is connected to the Internet to register for UTME, with a graphical interface, this system will be more user-friendly and intuitive to use. The introduction of on-line registration was an enormous improvement over the old, cumbersome paper-based method. In the course of implementing the software, HTML and Visual Basic 6.0 was used to design an online examination registration and result checking form for UTME.
CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
It is obvious globally that most candidates seeking admission to higher education prefer universities. The Unified Tertiary Matriculation Examination (UTME), however, will help recruit students to other kinds of institutions such as the Polytechnic and the College of Education.
Emodi (2010) observed that our higher educational institutions are confronted with the pressure of an increasing number of students demanding for access. She stressed that students compete for the limited places in our universities and that in all countries, admission into the top institutions have become more difficult to achieve. Emodi therefore noted that competition has always been a force in institutions of higher education and that in many ways, it can help to produce excellence and best performance.
Adedoyin (2009) however canvassed for the approval of more private tertiary institutions in Nigeria, adding that the number of Universities in the country was inadequate and cannot satisfy the educational needs of the Nigeria youths. This assertion is also true and applicable to both State and Federal Universities in Nigeria, bearing in mind the number of candidates seeking admission yearly.
The Joint Admission and Matriculation Board (JAMB) was established in Nigeria in 1978. Prior to this, each University was responsible for the conduct of its own concessional examination and admitted its students. In 1987, JAMB performed the exemplary feat of printing examination
materials in Nigeria. Since then, the Board's question papers have always been produced and answer scripts processed in Nigeria-Idoko (2008). JAMB, which is now (1978-2010) 32years old, celebrated its 30th anniversary of success (1978-2008) at the Headquarters office, Bwari, Abuja. A review of JAMB activities after more than thirty years of existence, with the introduction of UTME is seen as imperative and justifiable.
1.2 Statement of the Problem
Manual registration and examination processing system in any process or institution or exam body is always affected by delay, misplacement, erroneous entries, etc. Examination registration is highly a critical issue as students affected by these lapses may loose one year before they can register for another exam. This leads to lost of resources, time, discouragement, and defeat in academic pursuit. Going by this, it is evident that for an effective administration of Unified Tertiary Matriculation Examination, the registration and examination result process has to be online.
1.3 Objectives of the Study
The objective of this project is to examine how unified tertiary and matriculation examination system can be computerised, with the main objective being to:
1. Develop a website that can enable the JAMB administration to process student‘s registration form.
2. Design an online examination processing system for UTME
3. Design a system that will allow students to check their results online.
1.4 Purpose of the Project
The purpose of this study is to design an online database for unified tertiary and matriculation examination for the purpose of online registration form for student‘s examination registration and checking of result online.
1.5 Significance of the Study
Clear advantages of Internet information processing over those of traditional manual system are higher yields. Online system allows the users to process information online. There are many other advantages of online registration for unified tertiary and matriculation examination system and some of them are listed below. It saves a lot of time. Students registration data are secured Accuracy of bio data is guaranteed
o It is very convenient to use.
o Information processing are very fast.
1.6 Scope of the Study
This research work covers student‘s examination registration and printing of registered candidates list online. It also covers post and checking students result online.
1.7 Limitations
As a result of time constraints, the researcher was unable to visit JAMB Headquarter Abuja to gather information on how they operate the unified tertiary and matriculation examination registration. So, most of the information were sourced from JAMB website and their state office in Enugu.
1.8 Definition of Terms
UTME: unified tertiary and matriculation examination
Competitive examination is an examination where candidates are ranked according to their grades
Databases: A systematically arranged collection of computer data, structured so that it can be automatically retrieved or manipulated. It is also called databank.
File Transfer: Any kind of computer file can be sent via the Internet from one Internet user to another. Table of accounts on spreadsheets, design by a graphic artists, music sound files etc, can all be exchanged in this way.
Web Site: A website is a collection of many interconnected web pages organized by a specific college, organization company etc, containing web pages (good and commodities) on the Internet.
Examination: is a set of questions or exercises evaluating skill or knowledge; "when the test was stolen the professor had to make a new set of questions"

Clearance is a status granted individuals, typically members of Military, University graduates and Employees of Government and their contractors, allowing them access to classified information, a clearance by itself is normally not sufficient to gain access. The organization must determine that the clearance individual has a “need to know” the information. Clearance is the process of determining and negotiating any permission that are needed to melu de use of someone else’s intellectual property in creative project. Part of that process include Determining the owner(s) of the intellectual property. Contacting the owners and negotiating on agreement. Administering written contracts Handling other issue related to the use and licensing of intellectual property.
No one is supposed to be granted access to classified information solely because of rank of position, but once a clearance is obtained access to certain information or gain of freedom will be granted.
The advantage of e-learning are many, as people of all ages and backgrounds become increasingly reliant on the internet for information, online learning become more convenient and efficient here, the need for an online clearance system. The skills needed to access and comprehend information online are becoming common place, and the flexibility of wireless computing means that any coffee shop, airport or bedroom can
become a classroom online courses, registration, clearance have few, if any scheduling restrictions, well-integrated learning resources and competitive degree option, with an online clearance system. The changing online college landscape now includes online clearance system, traditional undergraduate and general studies programs. However career learning is still the most popular online training option.

Caritas University, Amorji-Nike Enugu is a private university approved by the Federal Government of Nigeria on Dec. 16 2004. It was officially opened on Jan. 21 2005 by the Federal Ministry of Education, Pro. Fabian Osuji. It is the second catholic university founded by Rev. Fr. Prof. EMP Edeh Cssp. The school is managed by the congregation of sisters of Jesus the savior, a religious congregation of nuns founded by him. The school operates the faculty system and presently has four faculties: Natural Sciences, Engineering, Environmental Sciences, Management and Social Sciences.
In university like Caritas, there is need for automated method of keeping data, more so a greater need for an online clearance system. This would a long way in alleviating the various problems and stress involved in the manual method of clearance. Moreover, the issue of delayed youth service as a result of mobility to complete the tedious manual process of clearance would be curtailed.
1.3 STATEMENT OF THE PROBLEM
The process of clearing students of a named institution CARITAS UNIVERSITY after graduation requires that the students must be cleared in their various departments and information units. Among which are: Sister’s Clearance Bursary Clearance Male Dean clearance Security Clearance Student Union Fee Departmental Due
Furthermore, for a graduating student to carry out his/her clearance from all these departments it normally takes a lot of time and a lot of processes and delay in clearing the student for youth service as well as collection of statement of results. Hence, it became imperative for computer software based online clearance system to eliminate the shortcoming of the manual system in place.
1.4 OBJECTIVES OF THE STUDY
The objective of this computer software based online clearance system for the graduating student includes the following: To effectively and efficiently process students clearance. To provide a reliable and transparent system devoid of personal inclination and interest. To provide borderless access. To ensure prompt clearance.
To alleviate the problems and stress of travelling and queuing up of student during clearance.
1.5 SIGNIFICANT OF THE STUDY
The project work will help in a good number of ways to ease the queuing system in the university as the online clearance system will help student to achieve whatever they want to achieve without coming to the various offices for clearance.

University. The software development will be carried out using JOOMLA Ms Access to manage both the database and at the same time make the software online.

This project covers some of the aspect of a computer software based online clearance system using Caritas University as case study.
However the following are the constraints:

DESIGN AND IMPLEMENTATION OF AN NYSC POSTING SYSTEM (A CASE STUDY OF NYSC ABUJA)
ABSTRACT
This
project work is designed to implement the posting of student who are eligible
to serve the Nation after undergoing their Degree program or Diploma program
from any authorized Institution approved by the Federal Government. This
project work is embarked upon to monitor the way and manner students are being
posted, considering the following factors which were the main objective of this
work. Student must not be above the service year which is 30 years. The
implementation of this new system will help to alleviate the problems that was
associated the manual or conventional system of posting of students which was
easily influenced by staff of the scheme. The research work was centered on
NYSC Abuja. The new system to be implemented was designed using Microsoft
visual basic 6.0
CHAPTER
ONE
1.0 INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Prior
to the educational system of Nigeria, it is of importance that graduates from
tertiary institutions must pass through NYSC (National Youth Service Corps),
which is a compulsory one year program. Criteria for this program is that, the
graduate most be 30 years or below as at the year of graduation.
Nigeria
currently consists of 36 states and a federal capital territory in Abuja.
Nigeria is made of more than 250 ethnic nationalities. In view of these the
NYSC scheme ensures that every potential corps members are posted to states
other than their states of origin and away from their geographical, ethnic and
cultural background in other to integrate with other ethnic group in the
country.
This
NYSC posting strategy ensures national integration as the corps members learn
lifestyles different from the ones they are used to. The NYSC scheme also instills
discipline and the spirit of selfless service and self reliance on the youths
that took part in the program.
A typical NYSC year program is divided
into four phases. They are the NYSC orientation program, primary assignment,
community development service (CDS) and winding-up program.
Due
to the present trend of information technology, it is of importance that the posting system
should be automated, so as to enhance adequate service delivering. By so doing
it will support operations, management and decision making for the scheme in
achieving her set goal.
This
information system is mainly depended on ICT component e.g Computer and the
information systems will help to control the performance of the scheme.
1.2 STATEMENT
OF THE PROBLEM
The
existing system is faced with the under listed challenges:
i.
The system of posting of coppers was manipulated
manually, in the sense that, students that are above the age of service year
are allowed to go for service which is against the rules of the scheme.
ii.
Another problem that is associated with
the old system of operation is the idea of posting coppers to their state of
origin which is not allowed. In the laid
down constitution of the scheme, the scheme is not meant to post coppers to
their respective state of origin. This was done based on the manual system that
was involved in the scheme, and most times the workers can easily get influenced by student and they
will be prompted to work their service for the students as well.
1.3 OBJECTIVES OF THE STUDY
The
objectives of carrying out this research work is to achieve the following
i.
To provide the necessary information
that is required by the students embarking for service.
ii.
To post student to a different state
outside their state of origin
iii.
To prevent the idea of grandaunt who
have passed the age of service from going to service.
iv.
To reduce the number of coppers that
does go for service by checking if they are disabled, military personnel and
married. e. t. c.

The
design of information system is very significant in the aspect of National
Youth Service Corps because of the sensitive role it plays in the country.
In
order to keep the scheme moving and reliable, the implementation of information
system will be very important or significant in the scheme in achieving her
objectives, because without adequate information the scheme will be useless
because information is power

This
study is mainly centered on the posting system of “NYSC”. The research will
investigate the formal posting system by looking at is short comings and try to
proffer solution to the existing system by implementing a new computerized posting
system.
